Join NowNathan is implementing the 5-year United States Agency for International Development (USAID) Digital Connectivity and Cybersecurity Partnership (DCCP)-Pacific Activity across 12 Pacific Island Countries. The Activity is based in Suva, Fiji, and will improve digital access and connectivity and support the efficient delivery and use of digital services throughout Pacific Island Countries. DCCP-Pacific seeks to improve the digital ecosystem by (1) improving broadband access, resulting in more secure and affordable services; (2) amplifying successful public-private initiatives, resulting in a strengthened regulatory and legal framework for regional alignment; (3) advancing digital government services; and (4) enhancing essential digital skills of civil servants, officials, and citizens, supporting the next generation of ICT specialists.
REPORTING & SUPERVISION
The Finance and Administration Manager will be based in Suva, Fiji, for 3-4 years The Finance Manager will oversee an accountant and an administrative assistant. The position will report directly to the Deputy Chief of Party.
PRIMARY RESPONSIBILITIES
Nathan is seeking qualified candidates for a long-term position as the Finance Admin Manager on the activity. Under the direct supervision of the Deputy Chief of Party, the Finance and Administration Manager will supervise and lead aspects of the project’s field financial management and budgeting, human resources, and office administration, including start-up and close-out activities:
Primary responsibilities include:
· Lead overall financial management tasks, including monitoring project finances, managing financial reporting to the home office and USAID (including inputs into quarterly accruals and financial reporting), and acting as a resource for the project on all finance-related issues
· Support the Deputy Chief of Party and Objective Leads with technical and financial planning, activity-level budget development, and management of financial records.
· Develop, manage, implement, and evaluate financial management and procurement systems, policies, and processes, and ensure that staff understand and adhere to finance management protocols.
· Support the Deputy Chief of the Party with daily office operations and office management.
· Support internal staff training and implementation of activities, such as digital financial inclusion training and other capacity-building efforts, when appropriate and as requested by the Chief of Party;
· Ensure the Field Operations and Employee Manual is up-to-date and that the project team regularly uses it to guide the administration of activities.
· Ensure the proper procurement of allowable goods and services.
· Supervise the Human Resources aspects of the project, ensuring compliance with rules and regulations and local labor law.
· Provide a strategic vision for the finance and administration team, using adaptive management skills to move the vision forward.
· Directly supervise Accountant(s), Program Assistants, Interns, and others as necessary.
· Support Nathan Home Office staff, the Deputy Chief of Party, and the Chief of Party to manage financial expenditures across up to 12 Pacific Islands, including responsibility for VAT tracking and reporting; and
· Other tasks consistent with the overall Scope of Work as directed by the Deputy Chief of Party.
REQUIRED SKILLS & QUALIFICATIONS
· Professional written and spoken English;
· Bachelor’s or higher degree in finance, business, economics, or related field;
· Human Resources or Management degree optional
· Experience with donor program financial management and reporting required; USAID experience preferred;
· Minimum of seven years experience in finance management for donor-funded projects;
· 3 years of supervisory experience
· Excellent financial management computer skills, including accounting software; QuickBooks experience preferred;
· Demonstrated experience and skill with budget preparation and analysis and financial reporting;
· Pacific Islands citizenship required, with the ability to live and work in Fiji; and
· Ability to travel regionally.
