The Chief People & Culture Officer (CPCO) is a senior executive accountable for shaping and delivering Telecom Fiji’s company-wide people strategy. The role is responsible for fostering a high-performing, inclusive, and values-led culture that enables the organization to achieve its strategic and operational objectives. As a key member of the executive leadership team, the CPCO provides strategic oversight of workforce planning, talent and leadership development, organizational effectiveness, employee experience, and governance. The role ensures that Telecom Fiji attracts, develops, and retains a diverse and future-ready workforce, while embedding a culture of accountability, innovation, and continuous improvement.

Key Responsibilities
- Provide strategic leadership of people operations across a large, geographically dispersed workforce, ensuring consistent, efficient, and high-quality HR service delivery.
- Establish and maintain robust governance frameworks to ensure compliance with employment legislation, health and safety standards, telecommunications regulatory obligations, and data privacy requirements.
- Embed a strong risk management culture, ensuring people-related risks are proactively identified, assessed, and mitigated in alignment with enterprise risk frameworks.
- Oversee employee relations with a consistent, fair, and legally sound approach, balancing commercial outcomes with organizational values.
- Drive continuous improvement and digitization of HR systems, including optimization of HRIS and people platforms.
- Partner with the CEO and Executive Leadership Team to develop and execute a forward-looking workforce strategy aligned to business priorities.
- Lead enterprise workforce planning, ensuring capability alignment with current and future organizational needs.
- Oversee succession planning and leadership pipeline development to strengthen bench strength and organizational resilience.
- Drive strategies to attract, retain, and develop critical talent, including high performers and scarce skill sets.
- Champion internal mobility, career pathways, and capability development to support workforce agility.
- Drive enterprise-wide transformation programs, including cultural, digital, and operational change initiatives.
- Build organizational agility and readiness to respond to evolving market, technological, and customer demands.
- Champion an inclusive, values-led culture that promotes innovation, collaboration, and high performance.
- Lead enterprise employee engagement and experience strategies, including recognition and internal communications.
- Drive culture transformation initiatives that embed desired behaviors and strengthen organizational identity.
- Establish robust listening mechanisms (e.g., engagement surveys, stay and exit insights) and ensure data-driven action planning.
- Design and oversee integrated performance management frameworks that drive accountability, productivity, and development.
- Ensure alignment between performance outcomes, remuneration strategies, and business objectives.
- Lead the development of competitive and equitable reward frameworks to attract and retain talent.
- Implement holistic wellbeing programs supporting employees’ mental, physical, financial, and social wellbeing.
- Lead the development and application of people analytics to provide actionable insights on workforce trends and performance.
Requirements
- Relevant tertiary qualifications in Human Resources, Business, or a related discipline (postgraduate qualifications desirable).
- Significant senior leadership experience in People & Culture/Human Resources, ideally within telecommunications, infrastructure, or other regulated industries.
- Ability to translate business strategy into an integrated people strategy that drives performance and growth.
- Demonstrated experience operating at the Executive level, with exposure to Board and governance environments.
- Proven track record in organizational transformation, workforce strategy, and culture change.
- Trusted advisor to the CEO and Board, with the ability to influence company-wide decisions.
- Experience leading large, diverse, and geographically dispersed workforces.
- Strong commercial mindset.
- Deep understanding of governance, compliance, and enterprise risk management.
