Nathan is implementing the USAID Digital Connectivity and Cybersecurity Partnership (DCCP) – Pacific Activity, a 5-year Activity across 12 Pacific Island Countries and headquartered in Suva, Fiji. DCCP – Pacific seeks to improve digital access and connectivity and support the efficient delivery and use of digital services throughout Pacific Island Countries. DCCP seeks to improve the digital ecosystem by (1) improving broadband access, resulting in more secure and affordable services; (2) amplifying successful public-private initiatives, resulting in a strengthened regulatory and legal framework for regional alignment; (3) advancing digital government services; and (4) enhancing essential digital skills of civil servants, officials, and citizens, supporting the next generation of ICT specialists.
Nathan is seeking qualified candidates for a long-term position leading Objectives 3 of the Activity: expand e-government and create digital public goods (DPGs), to ensure that services can effectively and securely get to consumers. The position will be in-person and based in Suva, Fiji or Port Moresby, PNG for four years, with an option fifth year extension.
The position will require the ability to work with governments, public sector, and civil society stakeholders, and require travel to throughout the 12 Pacific Island Countries covered under the Activity, including the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea (PNG), Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
KEY RESPOSIBILITIES:
Under supervision of COP, lead inputs for Activity design relating to supporting regional and bilateral digital government initiatives
Leads Objective 3 staff and activities to improve policies and programs in digital ID and digital payments to be built on top of a PIC’s digital infrastructure services foundation.
Work closely with Objective 1 & 2 lead to develop policies and legislations to support digital government services
Operationalizes the technical vision for the objective; marshals’ staff and other resources as required to deliver on vision.
Undertake technical assistance on digital government strategies and implementation, develop scopes of work for consultants to support Activities, and oversee the implementation of Activities under the Digital Government objective.
Work closely with the Objective 4 lead to build capacity of government and local organizations
Collaborates with DCOP and Procurement and Grants Manager to identify grant opportunities that advance objective results.
Contributes to overall activity design; oversees activity budgets; provides regular updates to COP on activity progress and monitoring and evaluation of results as needed
Empowered to engage directly with relevant multi stakeholders on Objective 3 activities.
Work closely with MEL team to monitor indicators and develop communication and outreach materials with the communications specialist.
Contributes to weekly, quarterly, and annual reporting requirements for USAID and to local counterparts as needed.
Remain up to date on regional digital government strategies and policies, ensuring program has comprehensive understanding of Country priorities and donor engagement in digital government transformation.
The position reports directly to the Chief of Party.
Qualifications & SKILLS:
The Objective 3 Lead is expected to possess the following qualifications and skills.
Ability to work and remain in Suva, Fiji or Port Moresby, PNG without sponsorship.
Minimum of five years of professional experience in digital governance, information security and policy, or related area.
Master’s degree or equivalent professional experience in area related to digital governance, information security policy management, information systems, international development, or other area relevant to Objective 3. Minimum qualification of Bachelor’s degree required.
Experience with government stakeholder engagement.
Experience managing teams and consultants on a complex, multi-stakeholder program.
Experience designing and managing donor project activities, including developing and managing activity budgets.
Experience with stakeholder engagement and management.
Strong written and verbal communication and interpersonal skills.
Fluency in English.
Experience working on USAID or other donor programs preferred.
