The Resource Development Manager is responsible for leading the planning, development, and implementation of comprehensive talent management strategies to support the organization’s growth and ensure the availability of skilled and motivated resources. This role encompasses the key functions of talent acquisition, performance management, learning and development, and employee engagement.

 

 

Key Responsibilities:

1. Talent Acquisition:
– Develop and implement effective talent acquisition strategies to attract, assess, and recruit top talent aligned with the organization’s goals and values.
– Collaborate with hiring managers to understand their staffing needs and devise targeted sourcing and selection processes.
– Oversee the candidate screening, interviewing, and onboarding processes to ensure a positive candidate experience.
– Maintain a robust pipeline of qualified candidates to support the organization’s current and future talent requirements.

2. Performance Management:
– Design and administer a comprehensive performance management system to enable the effective evaluation, development, and recognition of employee performance.
– Facilitate the establishment of clear performance goals, competency frameworks, and feedback mechanisms.
– Provide guidance and support to managers in conducting performance reviews, delivering constructive feedback, and identifying developmental needs.
– Analyze performance data to identify trends, areas for improvement, and opportunities for employee growth and recognition.

3. Learning and Development:
– Assess the organization’s skill gaps and learning needs to develop and implement targeted training and development programs.
– Collaborate with subject matter experts and external vendors to curate and deliver high-quality learning solutions, including classroom-based training, e-learning, and on-the-job development.
– Ensure the continuous enhancement of employee capabilities, knowledge, and skills to support the organization’s evolving business requirements.
– Monitor the effectiveness of training programs and make data-driven improvements to enhance their impact.

4. Employee Engagement:
– Devise and execute strategies to foster a positive and engaged work culture, promoting employee well-being, motivation, and retention.
– Implement employee recognition and reward programs to acknowledge and celebrate individual and team contributions.
– Facilitate the organization’s internal communication efforts to ensure the effective dissemination of information and the alignment of employee activities with organizational goals.
– Analyze employee feedback, such as engagement surveys, and implement initiatives to address areas of concern and enhance the overall employee experience.

5. Compliance and Reporting:
– Ensure compliance with all relevant labor laws, regulations, and industry best practices related to human resource management.
– Develop and maintain comprehensive HR data and reporting systems to support data-driven decision-making and strategic workforce planning.
– Provide regular updates and insights to the leadership team on key HR metrics, trends, and initiatives.

 

 

Qualifications:

– Bachelor’s degree in Human Resources, Business Administration, or a related field
– Minimum 5-7 years of experience in a human resources management or talent management role
– Thorough understanding of talent acquisition, performance management, learning and development, and employee engagement best practices
– Excellent communication, interpersonal, and problem-solving skills
– Proficiency in data analysis and the use of HR information systems
– Strong strategic thinking and project management capabilities
– Ability to work collaboratively with cross-functional teams and influence decision-making
– Certification in HR management or talent management (e.g., SHRM-CP, SPHR) is preferred
