Two of Fiji’s municipalities are seeking highly qualified candidates for the position of Chief Executive Officer (CEO). This is a pivotal leadership role responsible to ensure efficient delivery of council services, projects, and reforms. The role demands proactive collaboration with internal teams, external stakeholders, and the community to align municipal operations with national and local development objectives.

Chief Executive Officers are being sought for the following Councils:

• Levuka Town Council

• Labasa Town Council

Eligible candidates should have a minimum of five (5) years of proven experience as a CEO or in an equivalent senior executive leadership role overseeing large-scale, multidisciplinary organisations. Experience in municipal governance, public administration, or infrastructure management will be considered an advantage.

A Master’s degree in a relevant field (e.g., Business Administration, Public Policy, Urban Planning, Engineering, or Law) is highly preferable.

Applicants with a Bachelor’s degree may also be considered, provided they have at least seven (7) years of experience in CEO or equivalent leadership positions.

The ideal candidate will be a visionary leader with a strong strategic focus, excellent interpersonal and communication skills (including public representation), and proven problem-solving and decision-making abilities in resource-constrained environments. They should also demonstrate experience in leading digital transformation initiatives, a passion for community service and sustainable development, familiarity with local government processes and quality management frameworks, and an understanding of urban planning, environmental sustainability, and public infrastructure management.
