The Protection, Gender and Inclusion (PGI) Senior Officer provides technical support to strengthen the understanding and application of gender, protection, and inclusion across Pacific National Societies (NSs) humanitarian and development programmes, including mainstreaming PSEA and safeguarding.

Key Responsibilities

  • Provide technical support to strengthen the understanding and application of gender, protection, and inclusion across Pacific National Societies (NSs) humanitarian and development programmes.
  • Support NSs to mainstream PGI, PSEA, and safeguarding within programmes, policies, and organizational systems through capacity building and technical advice.
  • Support emergency preparedness and response, ensuring adherence to IFRC Minimum Standards for PGI in Emergencies.
  • Provide technical guidance on sexual and gender-based violence prevention and response.
  • Lead coordination of the Pacific PGI Network and promote peer-to-peer learning.
  • Support NSs to collect and use sex- and age-disaggregated data and evidence-based approaches.
  • Serve as IFRC’s focal point for PSEA and safeguarding in the Pacific.
  • Represent IFRC in regional coordination mechanisms, including the Pacific Protection Cluster.
  • Contribute to humanitarian diplomacy, advocacy efforts, and promote women’s leadership and empowerment.
  • Contribute to programme design, proposal development, monitoring, reporting, and donor engagement.
  • Manage PGI funding and document best practices and lessons learned.
  • Implement institutional PGI commitments while ensuring confidentiality and safeguarding standards.

Requirements

  • Bachelor’s degree or equivalent professional qualification in gender studies, international relations, human rights, or a related discipline.
  • Minimum of 5 years’ experience in PGI mainstreaming, including at least two years leading programmes in humanitarian contexts, with a demonstrated record of achieving technical advisory outcomes.
  • Demonstrated broad programme management skills, including planning, monitoring and evaluation, and financial management of programme funding.
  • Strong technical knowledge of gender and diversity issues in humanitarian and development settings, particularly in the Pacific context, including familiarity with relevant gender and diversity conventions and frameworks.
  • Excellent communication and networking skills, with the ability to effectively collaborate with diverse stakeholders.
