FDB is seeking a passionate, proactive and highly capable individual to lead the Bank’s investment strategy and drive sustainable financial performance in the role of Chief Investment Officer (CIO). The CIO will work closely with the Chief Executive Officer (CEO) and Executive Leadership Team to shape the Bank’s strategic direction, optimise portfolio performance and support long term organisational growth.
This role is responsible for developing and executing the Bank’s investment strategy, overseeing asset allocation, risk management and capital deployment to support strategic initiatives. The CIO will provide strategic leadership to the Investment function, ensuring disciplined decision making, robust governance and alignment with the Bank’s risk appetite and regulatory requirements.
The position demands exceptional strategic thinking, deep investment and financial acumen with strong leadership capability to influence executive decision making, enhance returns and drive performance across the organisation.
Key Responsibilities
- Develop and execute the Bank’s investment strategy aligned with its development mandate, financial sustainability objectives and approved risk appetite.
- Lead the origination, evaluation, structuring, approval and execution of investments across asset classes including equity, debt, joint ventures, property, housing finance and capital projects.
- Manage and optimise the Bank’s total investment and home loan portfolios to achieve target returns, portfolio quality, diversification and value creation.
- Provide strategic investment advice, research, analysis and regular performance reporting to the CEO, Executive Management, Board and Board Investment Committee.
- Oversee due diligence, financial appraisal, risk assessment and governance processes to ensure sound investment decisions and regulatory compliance.
- Mobilise capital through partnerships, co-financing, syndication and blended finance, and maintain relationships with DFIs, investors and strategic partners.
- Ensure all investments comply with the Bank’s investment policies, ESG standards, regulatory requirements and risk management frameworks.
- Provide executive leadership to the Investment Division, including organisational design, budgeting, performance management, staff development and succession planning.
- Oversee subsidiary and property investment operations, ensuring effective governance, operational efficiency, compliance and delivery of approved financial and strategic outcomes.
Requirements
- Masters Degree in the areas of: Finance, Applied Finance, Investment Management, Economics or Development Economics & Business Administration (MBA with Finance/Strategy Focus).
- Specialisations in Development Finance, Infrastructure Finance, Project Finance and Sustainable Finance will be an advantage.
- At least 10 years strategic level operational, investment and financial related experience.
- Proven experience in developing and executing investment strategies and operational plans.
- Demonstrated experience leading multiple investment portfolios or functions.
