Operations Manager
The Oceania Customs Organisation (OCO) was established by Heads of Oceania Customs Administrations in August 1998 to promote efficiency and effectiveness in all aspects of Regional Customs Administrations. Its principal activity is facilitating and where appropriate helping member administrations align with customs international standards and best practice, leading to greater economic prosperity and increased border security within the Oceania region.
The Oceania Customs Organisation (OCO) invites applications for the position of Operations Manager to join its Secretariat located in Suva, Fiji. The purpose of this role is to provide overall management and coordination of all OCO programmes and projects and will report to the Head of Secretariat.

Summary of Key Accountabilities
• Management and coordination of all OCO programmes and projects.
• Robust relationships with Project Sponsors.
• Coordination with development partners and regional agencies.
• Management of Project Team.
• Provide strategic risk management support and advice.
• Continually monitor and improve systems, methods, efficiency and the quality of services provided.
• Contribute to capacity building within the OCO Secretariat as well as its members.
• Undertake all other duties that may be assigned by the Head of the Secretariat.
Qualifications and Experience
• A tertiary qualification in a relevant programme or project management discipline
• An industry recognised qualification in project management methodology (e.g. Prince 2, PROSCI, etc)
• A minimum of 15 years in customs or a related field.
• Exhibit excellent communication skills, both written and verbal in English.
• Experience in designing & implementing projects for organisations (i.e. development partners) and in writing proposals.
• Familiarity with contemporary project planning and management tools.

Remuneration
The Operations Manager is a Grade 13 position in OCO’s 2015 salary scale with a starting salary range of 45,000–67,000 SDR (special drawing rights) per annum. This currently converts to approximately FJD 130,000 – 190,000 (USD 62,000 – 91,000). An offer of appointment or an initial contract will be made in the lower half of this range with due consideration being given to experience and qualifications. Progression within the salary band will be based on annual performance reviews.
Remuneration of expatriate OCO staff members is not subject to income tax in Fiji however Fiji nationals employed by OCO will be subject to income tax.
Benefits – An establishment and relocation grant, removal expenses, airfares, housing allowance, home leave, medical insurance and education allowance are available for eligible employees and their recognised dependants. Employees are entitled to 25 days annual leave, 10 days sick leave and 3 days bereavement leave per annum, life insurance and access to the respective country’s Superannuation Fund (contributing 8% of salary to which OCO adds a 10% contribution).
Languages – the OCO’s working language is English.
