Key Responsibilities
- Maintain and regularly update the Headquarters Fund Commitment Register, monitor expenditure against approved budgets and cash flows, and follow up all outstanding commitments and liabilities to ensure timely clearance and prevent overspending
- Receive, verify and process properly authorized Headquarters financial requests through the applicable FMIS workflow, ensuring correct documentation, account coding and budget allocation, and confirming funds before raising purchase orders and recording commitments
- Coordinate and monitor Headquarters supplier payments and outstanding liabilities, ensuring complete documentation, timely follow-up with relevant parties, and the cancellation or correction of purchase orders and commitments that cannot be completed
- Verify that goods, services and assets have been received and properly documented before payment and ensure all asset inventory forms are completed and forwarded for recording and asset-management purposes
- Maintain complete and up-to-date financial records, regularly reconcile commitment and expenditure data against FMIS and outstanding POs, resolve discrepancies promptly, and securely retain supporting documents for management review and audit
- Supervise staff, monitor and report on Headquarters financial activities, coordinate with relevant stakeholders to resolve outstanding matters, escalate significant issues, provide financial guidance, and perform other duties assigned by the supervising officer
- Actively contribute to unit and corporate requirements
Requirements
- Diploma (or equivalent) in Accounting, Finance and Commerce or similar
- Knowledge of accounting principles and practices, data analysis and reporting of financial data
- Experience in staff management and development
- Familiarity with the Fijian Constitution (2013)
- Ability to work on multiple tasks simultaneously
- Ability to interpret, plan, produce reports and time management skills
- Ability to communicate and interact with officials at all levels of government and external stakeholders
- Strong interpersonal and communication skills and the ability to work effectively with all staff
- Ability to prioritize in order to meet strict deadlines
- High level of attention to detail with a demonstrated ability to maintain confidentiality and neutrality in a sensitive environment
- Able to analyze and critically assess the disparity and improvement needed for unit’s objective (output) and quickly resolve the issues in short given time
- Capacity to utilize computer programs to support the operations of the Force
- Service oriented approach, with a commitment to supporting the Operational/Corporate environment of the Force
