JOB PURPOSE

The position is based at the World Food Programme Pacific Multi-Country Office in the Finance department under the Support Services Unit. The position directly reports to the Country Office Finance Officer. The position will provide and coordinate a range of specialized support for efficient resources planning, recording & Interpretation of financial and budgetary information, monitoring, and analysis of financial performance to enhance optimal use of financial resources.

KEY ACCOUNTABILITIES

  • Review budget plans, monitor and analyse project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimization of resources
  • Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
  • Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximize operational effectiveness.
  • Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilization.
  • Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision-making.
  • Review, compile and analyse data, maintain accurate records and files, and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders
  • Maintain communication with stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimize use of funds
  • Provide guidance to other support staff and contribute to their learning and development In budget planning, fund management and operational planning, to facilitate continued development and consistency in services delivered.
  • Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Monitor the centralized registry system to process all payments to internal staff and invoices to external suppliers in a timely manner and in accordance with WFP standards.
  • Co-ordinate with other teams to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team. Ensure financial transactions are processed in a timely and accurate manner, resolve complex issues relating to the disbursement or replenishment of funds in line with WFP rules and regulations.
  • Extract data from WFP database and systems to prepare and analyse financial and statistical reports based on the established frequency and established reporting deadlines.
  • Ensure timely follow-up for invoices from parties concerned and sending out remittances to vendors.
  • Monitor and analyse general ledger accounts to initiate and achieve corrective actions.
  • Act as office Petty Cashier to process petty cash related transactions, reconciliations, replenishing I and reporting

STANDARD MINIMUM QUAUFICATIONS

EDUCATION

  • Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. University degree in Accounting, Finance, Business Administration, or other related fields would be an advantage.

KNOWLEDGE & EXPERIENCE

  • Six years of progressively responsible experience in finance, budget management, audit, or related fields.
  • Experience in analysing, interpreting financial data and generating relevant reports for decision making.
  • Recognized training and/or certification in basic accounting, budgeting and/or financial principles would be an asset
  • Proficiency in current office software applications, web-based management, and ERP financial systems

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Experience in dealing with donor funded grants and projects including multi-year grants management.
  • A general knowledge of the policies of the United Nations system and/or World Food Programme would be an asset.
  • Prior work experience in United Nations and/or an International Organization in providing similar support to programmes and projects is desirable.
  • General knowledge of WFP programs Is an advantage.
