The European Union (EU) is an economic and political partnership between 27 European countries, represented abroad through more than 140 EU Delegations. The EU Delegation to the Pacific in Suva, Fiji works in close coordination with the Embassies and Consulates of the 27 EU Member States and represents the European Union in dealings with the Government of Fiji and 12 other Pacific Island Countries. The “Regional Partnerships in the Pacific” section oversees EU bilateral and regional development assistance benefitting the 13 Pacific Island Countries, the three French Overseas Countries and Territories (OCTs) in the Pacific and (as of 01/09/2026) Papua New Guinea. The team consists of 50+ people; occasional atypical working hours (evening/morning) apply for online meetings with headquarters and European stakeholders.
Role
Reporting to the Head of Regional Partnerships and a Team Leader, the Project Officer will provide support, expertise and assistance to manage projects and programmes focused on transport infrastructure and connectivity in the Pacific Island Countries, Papua New Guinea and/or the three French Overseas Countries and Territories.

Key Responsibilities
- Monitor and analyse transport infrastructure and connectivity gaps across Pacific Island Countries (maritime, road, airport and inter-island systems).
- Assess the impact of climate change, extreme weather and geographic fragmentation on Pacific transport infrastructure.
- Track country and regional priorities, national development plans, regional strategies and investment pipelines.
- Identify strategic investment opportunities aligned with the EU Global Gateway Strategy.
- Support the implementation of the EU Global Gateway Strategy in the Pacific.
- Monitor and contribute to Global Gateway flagship initiatives in transport and connectivity.
- Focus on port infrastructure – modernisation needs, cargo handling capacity, climate-proofing, safety standards and digital customs systems.
- Monitor aviation connectivity (airport infrastructure, air transport agreements).
- Maintain close working relations with ADB, World Bank, EIB and Agence Française de Développement (AFD) on Pacific transport investment pipelines and blended-finance opportunities.
- Sustain contacts with major bilateral donors (Australia, New Zealand) and represent the Delegation in donor coordination forums and transport working groups.
- Promote climate-resilience standards, green shipping, sustainable aviation and energy-efficient transport solutions.
- Support integration of digital technologies (port management, traffic monitoring, digital logistics) and monitor submarine cables, satellite connectivity and broadband as part of the connectivity agenda.
- Transport-Trade linkages: work with the Project Officer for Trade on trade facilitation, customs modernisation, border management and EPA implementation.
- Transport-Agriculture linkages: work with the Project Officer for Agriculture on rural roads, port access and cold-chain infrastructure supporting agrifood value chains.
- Engage the private sector (logistics companies, shipping operators, transport service providers) and coordinate with MSME/private-sector development colleagues.
- Manage end-to-end project lifecycle (planning, execution, monitoring, closure) for the transport and connectivity portfolio.
- Oversee financial compliance (contract verification, payment certification, OPSYS/CRIS and other European Commission tools).
- Monitor evaluation reports; assist with procurement (Terms of Reference, tender launches, offer assessment).
- Build and maintain partnerships with donors, implementing partners, governments and local stakeholders.
- Contribute to policy dialogue at country and regional levels.
- Monitor regional frameworks (Pacific Regional Transport Strategy, SPC, PIF).
- Represent the EU Delegation at sectoral events, regional forums and donor coordination meetings.
- Contribute to the Delegation’s communication and visibility strategy, including on Global Gateway.
Requirements
- Bachelor’s degree in civil engineering, economics, trade or a related field.
- At least 3 years of relevant experience in transport infrastructure, connectivity, project management or related fields.
- Working knowledge (C2) of English.
- Right to residence and work in Fiji.
- Medically fit to perform the required duties.
- Clean police record and ability to produce a clearance report when requested.
- Higher university degree (Engineer, Master’s or above) in transport economics, infrastructure planning, civil engineering, international development or equivalent.
- Experience in the Pacific region or other Small Island Developing States (SIDS).
- Demonstrated experience in infrastructure project management, transport sector reform or investment coordination.
- Experience with multilateral (ADB, World Bank) or European (EIB, AFD) financial institutions.
- Familiarity with the EU Global Gateway Strategy and/or EU-funded programmes.
- Knowledge of port operations, maritime transport or aviation sector management.
- Donor coordination and multi-stakeholder engagement experience.
- Knowledge of AI tools and technologies.
- Knowledge of other European languages, in particular French.
