The European Union (EU) is an economic and political partnership between 27 European countries, represented abroad through more than 140 EU Delegations. The EU Delegation to the Pacific in Suva, Fiji works in close coordination with the Embassies and Consulates of the 27 EU Member States and represents the European Union in dealings with the Government of Fiji and 12 other Pacific Island Countries. The “Regional Partnerships in the Pacific” section oversees EU bilateral and regional development assistance benefitting the 13 Pacific Island Countries, the three French Overseas Countries and Territories (OCTs) in the Pacific and (as of 01/09/2026) Papua New Guinea. The team consists of 50+ people; occasional atypical working hours apply for online meetings with European stakeholders.
Role
Reporting to the Head of Regional Partnerships and a Team Leader, the Project Officer will manage projects and programmes focused on WASH (Water, Sanitation and Hygiene) and water management in the Pacific Island Countries, Papua New Guinea and/or the three French Overseas Countries and Territories, ensuring alignment with the Global Gateway Strategy’s core pillars (sustainable infrastructure, digital connectivity, climate resilience).

Key Responsibilities
- Conduct field visits to assess WASH infrastructure progress.
- Verify adherence to EU WASH standards; assess climate resilience integration.
- Monitor inclusivity measures (gender-sensitive facilities, disability-accessible infrastructure and other safeguards).
- Identify technical risks and propose mitigations early.
- Review engineering designs, Bills of Quantities and procurement plans for WASH infrastructure.
- Ensure proposed WASH technologies meet local contextual needs and EU environmental safeguards.
- Oversee laboratory testing of water quality.
- Conduct financial spot checks on disbursements aligned with EU contract terms and value-for-money principles.
- Review procurement processes and support external audits.
- Track co-financing contributions from other partners/donors and ensure leveraging of EU funds for maximum impact.
- Facilitate blended finance, PPPs and private-sector engagement to sustain WASH service delivery, leveraging Team Europe initiatives and co-financing (EU Member States, EIB, EBRD).
- Map private-sector actors with WASH-investment potential; assess bankability of WASH projects for commercial or impact investment (including EU private companies).
- Facilitate government/private-investor dialogue to de-risk WASH investments; explore innovative financing instruments to attract EU private capital.
- Advise on scalable WASH infrastructure models for Pacific contexts; promote circular-economy approaches.
- Manage end-to-end project lifecycle (planning, execution, monitoring, closure).
- Oversee financial compliance (contract verification, payment certification, OPSYS/CRIS and other European Commission tools).
- Monitor evaluation reports; assist with procurement (drafting ToRs, launching tenders).
- Build partnerships with donors and local stakeholders.
- Strengthen WASH governance, policy frameworks and institutional capacity in the Pacific.
- Contribute to policy dialogue at country level; provide timely input to the Team Leader.
- Assist in stakeholder meetings; document action items and follow-ups.
- Contribute to the Delegation’s communication and visibility strategy, including on the website, Facebook page and at workshops, seminars and conferences.
Requirements
- Bachelor’s degree in Civil/Environmental Engineering, Architecture, Public Health (with focus on water, sanitation and hygiene), Water Resources Management, Economics, Public Administration or Business Administration.
- At least 3 years of relevant experience.
- Working knowledge (C2) of English.
- Right to residence and work in Fiji.
- Medically fit to perform the required duties.
- Clean police record and ability to produce a clearance report when requested.
- Higher university degree (above Bachelor) in the WASH field.
- Experience in WASH management in emergencies, climate-resilient WASH or utility management.
- Experience in an international environment or with EU-funded programmes.
- Knowledge of another European language, in particular French.
- Knowledge of AI tools and technologies.
Salary
Base salary depends on relevant and verified employment experience, typically starting from FJD 7,966 monthly, plus a competitive benefits package (personal leave, public holidays, health insurance, retirement savings plan).
