Vanuatu Climate Action Network (VCAN) is a national network partnering and linking INGOs, NGOs, and CSOs working on climate change and environmental related space in Vanuatu and has regional linkages to the Pacific Islands Climate Action Network and the Climate Action Network International.
With a mission to Increase collaboration and information sharing amongst civil society, government and other development partner leads to promote more effective and efficient climate change adaptation projects, approaches, and events in Vanuatu.
Oxfam in the Pacific is seeking to recruit a qualified and experienced individual for the role of Vanuatu Climate Action Network (VCAN) Coordinator.
The VCAN Project Coordinator role will be responsible to provide support in terms of leadership on the effective management including organising, coordinating, and ensuring the effective implementation of The Pacific Climate Change Collaboration Influencing and Learning (PACCCIL) project in Vanuatu, through its implementing partner, the Vanuatu Climate Action Network (VCAN).
Summary of Key Accountabilities
- Lead the Influencing outcomes of the network at the national, regional, and global climate change spaces representing the context with which it is based in.
- Support the network in developing annual works plans and budgets to be submitted to the secretariat and PACCCIL.
- Ensure coordinated planning, implementation, monitoring, evaluation, learning and documentation of all VCAN related activities and programs through creating and participating in the Vanuatu PACCCIL team and the Oxfam in the Pacific PACCCIL team.
- Lead in collaboration with the Project Coordinator, implementing partners, VCAN Secretariat and Partnership Lead, the development of the programme Monitoring, evaluation, accountability, and learning (MEAL) framework.
- Develop and manage a knowledge management system for VCAN members and ensure the system remains fit-for purpose by monitoring the quality of routine data collection, analysis and reporting in easy-to-understand template and formats for multiple stakeholders.
- Work in collaboration with VCAN Secretariat and PACCCIL Coordinator to draft narrative reports and all other reporting in compliance with Oxfam and donor requirements
- Participate in the development and review of VCAN policies and the review and development of the Gender and Climate Justice Pillar design in line with the Environmental Pillar.
- Represent VCAN at public meetings, with the government, and at national, regional, and global meetings, when required.
Qualifications and Experience
The suitable candidate must have the following qualifications, skills and experience:
- University Degree in a subject related to climate change, international development, NGO management or equivalent qualification is desirable.
- Knowledge in COPs and the UN Climate Agreements
- Knowledge of and experiences in COPs and UN agreements on Climate Change including climate policies at the national, regional, and international level
- Extensive experience in climate change, including formal education, and professional work in influencing and community action.
- Extensive experience working with government at the local, national, and international level.
- Analytical and report writing skills.
- Financial and management skills
- Strong knowledge of community-based climate change adaptation / climate action
- Strong facilitation skills and experience in encouraging participatory engagement.
- Experience in the development of strategies to influence positive change, including participation in regional and international bodies.
- Experience coordinating diverse stakeholders and preferably experience in collaborative programs/networks.
- Experience liaising with communities, governments, donors, public representation.
- Experience organising workshops and event.

Remuneration
An appropriate remuneration package will be negotiated with the successful candidate commensurate with qualifications and experience.
