Assignment Title: Fiji Airports – Project Accountant
Reference No. (as per Procurement Plan): FJ-AFL-435454-CS-INDV
The Government of the Republic of Fiji has received financing from the World Bank toward the cost of the FIJI TOURISM DEVELOPMENT PROGRAM IN VANUA LEVU and intends to apply part of the proceeds for consulting services. The project is implemented by the Ministry of Tourism and Civil Aviation (MTCA) along with two implementing agencies, the Fiji Roads Authority (FRA) and Airports Fiji Limited (AFL).
The consulting services (“the Services”) include a full-time Project Accountant to support the Airports Fiji Limited (AFL) in implementation of this project for the duration of the project (5 years). The initial contract will be for a 2-year period with the possibility of extension subject to performance. The position is Fiji-based with immediate start date.

The AFL now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
Essential:
- Bachelor’s Degree in accountancy, finance, business administration, financial management, audit or commerce and/or other related areas.
- At least 5 years’ experience in specializing in project finance, or in financial and budget management in a similar role of a similar project scale.
- Extensive experience in managing projects and project staff and resources, and in roles with similar responsibilities.
- Ability to prepare financial reports in accordance with relevant accounting standards.
- Extensive experience with accounting and financial management software packages.
- Experience in managing contracts for goods, services and major works.
- Experience with preparing project documentation including policies and procedures.
- Training and/or relevant experience in project monitoring and evaluation.
- Strong report writing and analytical skills, with a demonstrable record of delivery on time.
- Experience in using technological solution and computer programmes.
Desirable:
- Master’s or Postgraduate in a relevant discipline or professional qualifications (e.g., CPA).
- At least 2 years of demonstrated experience working with World Bank or other Regional/International Development Partner funded projects.
- Membership of a relevant professional organization.
- Experience with, policies, procedures, and processes of government.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
