Fiji Program Support Facility

Specialised learning and development position to review Fiji Government’s learning and development program model.

• The position will be based at the Ministry of Civil Service, Suva, Fiji or remotely with some travel to Fiji

The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such
as health, education, emergency preparedness and response and governance in Fiji. The Facility also supports the Australia
Awards in Fiji and Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability and social inclusion,
climate change and Disaster Risk Reduction, across sectoral programs. In particular, the Facility seeks to strengthen program
outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
The Institutional Partnerships Program (IPP) partners with the Government of Fiji to deliver assistance in targeted areas where
Australia is well placed to support Fiji navigate the economic impact of COVID-19: through government twinning partnerships,
technical assistance and grants that can be mobilised quickly to support Fiji’s ongoing stability, prosperity and resilience to
shocks. The Fijian Government views an effective and accountable public sector as vital to its goal of a prosperous and stable
country.

As part of its portfolio of work, the Facility administers a fund, on behalf of the Australian Government, to rapidly mobilise local
and international experts to support the implementation of Fiji’s priority policies and reforms in agreed areas, including public
sector performance, governance and economic recovery and growth.

The Position

The Ministry of Civil Service’s (MCS) Training Department is committed to developing and delivering service wide learning and
development opportunities, to build capabilities and set standards for professional training for the civil servants to foster a
culture of continuous improvement and learning across the civil service and to drive high performance. It is responsible for
designing, developing, and delivering learning materials for local training to the Fijian civil service, through face-to-face
mediums and self-paced learning offered by Moodle. The training department also collaborates with various donors to send
civil servants overseas for training or to help facilitate different training opportunities through the MCS online facilities.
This position will review the MCS learning and development program in line with continuous improvement processes and to
ensure civil servants are equipped with the correct up-to-date knowledge and technical skills. This position will be responsible
for defining and developing clear learning and development strategies, goals and standards. The recommended changes will be
suited to the needs of the Fijian civil service.

The Person

The successful candidate will have a bachelor’s degree in Human Resource Development, Training and Development or related
field. They will have a minimum of eight (8) years specialist experience in Learning and Development.
We are seeking a candidate with broad knowledge on a variety of learning and development modalities across various
environments and contexts. The candidate will also have strong knowledge and skills in research and evaluation, including
ability to use a variety of multimedia training platforms and methods. The candidate will also have strong interpersonal skills
and the proven ability to quickly build and maintain strong relationships with people from varying backgrounds, levels and
experience.

Previous experience working in the public sector or large-scale organisations is desirable.
